Disease Prevention and Control Project

Component 1. Performance-based incentives to improve MCH and NCD services in primary care facilities

This component comprises two sub-components as follows:

Subcomponent 1.1: Performance-based Payment (PBP) for MCH and NCD

Under this sub-component, project funding will be pooled with Government’s resources to co-finance performance-based payments to all PHC facilities. There will be two parts to the PBP program: (i) the screening part in which full cost reimbursement would be provided for selected MCH & NCD screening tests (on a “per test” basis); and (ii) the performance-based incentives part in which performance-based incentives will be provided if targets are met for a set of agreed performance indicators.

Subcomponent 1.2: Performance- based financing implementation and capacity building

This sub-component will finance: (i) eligible operating costs of PBF implementation and capacity building for key stakeholders; (ii) strengthening HMIS to allow for the reporting and verification of new performance indicators and (iii) selected essential equipment for PHC facilities to implement the screening programs, on-site training of PHC providers on screening and NCD management. In addition, as a part of capacity building efforts, this sub-component would focus on supporting health promotion activities that would aim at increasing population awareness on major risks associated with NCDs through supporting population-based actions. It would also finance national public information campaigns focused on promotion of healthy lifestyles and prevention of main NCD risk factors (diet, physical activity, infectious agents and tobacco use).

Component 2. Improving Efficiency and Quality of Selected Hospitals

In the scope of the “Disease Prevention and Control” Project (DPCP) it is envisaged to modernize the regional healthcare facilities to assure further modernization of the hospital network in the regions of Armenia. Therefore, construction of the one-storey multifunctional new medical center of modular type and provision of the medical equipment, furniture and supplies for Martuni medical center of Gegharkunik marz of RA, as well as the development of design documents for the construction of Vayots dzor regional hospital, are planned.

MARTUNI MC

The architectural design works for the construction of the new modular type Martuni medical center in Martuni city of Gegharqunik marz of RA started in February 2019 and now are completed. In the near future the civil works for construction of the new hospital building will be started, and also the modern medical equipment, medical supplies and furniture will be provided. The new constructed Martuni medical center (about 4720 sq.m in total) is planned to put into operation in September, 2022. As a result, a 55-bed multifunctional modernized hospital will provide a wide range of the outpatient and inpatient medical services to the population of the Martuni region of Gegharqunik marz of RA (about 88.6 thousand people).

VAYOTS DZOR hospital

The architectural design works for the construction (about 3802 sq.m in total) of the new modular type Vayots dzor regional hospital (36 beds) in Yeghegnadzor city started in February 2019.  Currently, the design works are completed. 

In the frame of “Disease prevention and control” project are completed

  • civil works of reconstruction of the Artashat MC of Ararat marz and construction of Sevan MC of Gegharqunik marz; provision of medical equipment, medical supplies and furniture for the newly constructed MCs. The opening ceremony of the both centers took place in October, 2018
  • provision of the modern secondary and tertiary level medical equipment, medical supplies and furniture for the new constructed Vanadzor MC (the opening ceremony of the medical center took place in October, 2018). Part of medical equipment is a new for the region, in particular angiograph, CT scanner, multifunctional X-ray, intravascular laser blood coagulation equipment, etc. These measures would decrease the patients’ flow to Yerevan
  • civil works of reconstruction of the seven-storied sub-building of the Hematology center after prof. Yeolyan RoA MH and construction of functional diagnostics three-storied sub-building are completed, as well as establishment of BMT and HDC department and Stem cell laboratory were also implemented. The opening ceremony of the hematology center took place in 2016.
